Though it's possible they exist, I have never heard of any dobro parts being manufactured in Canada.
I would think the main reason one might do it at all is to sell Canadian dobro parts to fellow Canadian Reso luthiers and players to avoid all the additional costs of bringing the items in from the U.S.
That sounds like a pretty small market to me, and not such a hot idea for starting a business unless it were sort of a hobby. Tooling up to produce items like cones is expensive.
As far as high end Canadian dobro builders of any consequence, the only one that comes to immediate mind is Rayco in BC. And they historically use American made dobro parts.
